15. Is there a ban on state resources being given to or received by political parties or candidates (excluding regulated public funding)?

art 52 para. 7 of the Electoral Code

Candidates can not use public funds and resources (administrative resources) in electoral campaigns, and public authorities / institutions assimilated to them can not convey / confer electoral concessions on public goods or other favors except on a contractual basis, on an equal footing for all competitors election.

Aside from elections abuse of admin. resources is not regulated.
