Legal provisions for direct democracy at the regional level

Niue is a tiny community of barely 1300 people (2011 data). Its constitution provides for 14 members of the national parliament from ‘village constituencies’. There is no evidence it has sub-national government:  in particular there is no local government act, and the Niue government website lists all ‘governmental sectors’ without any reference to sub-national or local government.
