Article VI

LEGISLATIVEDEPARTMENT

Section 1. Thelegislative power shall be vested in the Congress of the Philippines whichshall consist of a Senate and a House of Representatives, except to the extentreserved to the people by the provision on initiative and referendum.

Sec. 32. The Congressshall, as early as possible, provide for a system of initiative and referendum,and the exceptions therefrom, whereby the people can directly propose and enactlaws or approve or reject any act or law or part thereof passed by the Congressor local legislative body after the registration of a petition therefor signedby at least ten per centum of the total number of registered voters, of whichevery legislative district must be represented by at least three per centum ofthe registered voters thereof.

Article XVII

AMENDMENTSAND REVISIONS

Section 1. Anyamendment to, or revision of, this Constitution may be proposed by:

The Congress, upon a vote of three-fourthsof all its Members; or

A constitutional convention.

Sec. 2. Amendments tothis Constitution may likewise be directly proposed by the people throughinitiative upon a petition of at least twelve per centum of the total number ofregistered voters, of which every legislative district must be represented byat least three per centum of the registered votes therein. No amendment underthis section shall be authorized within five years following the ratificationof this Constitution nor oftener than once every five years thereafter.
