The Law on Referendum ofthe Republic of Armenia (2001)
Constitution and Law on Referendum provide two different provisions:

ARTICE 113. The draft submitted to a referendum shall be considered to have been passed if it receives more than fifty percent of the votes, but not less than one fourth of the number of registered voters.
The Law on Referendum
Article 35. The draft submitted to referendum is considered as adopted if more than half of the voters voted for it, but not less than one third of the citizens included in the lists.
