Iuliia Shypilova

Iuliia Shypilova is the Programme Manager, Elections and Parliamentary Support in our Brussels office.

Iuliia Shypilova is an international governance and electoral expert with more than 15 years of experience in electoral assistance, parliamentary strengthening and programme management. 

Ms. Shypilova has solid experience in managing large donor-funded programs in developing, transitional, and conflict environments, promoting electoral, political finance and parliamentary reforms. 

Iuliia has worked on a variety of assignments at the international level with a number of international organizations, including the International IDEA, United Nations Development Programme (UNDP), Organization for Security and Cooperation in Europe Office for Democratic Institutions and Human Rights (OSCE ODIHR), International Foundation for Electoral Systems, Westminster Foundation for Democracy, in Armenia, Afghanistan, Belgium, Czech Republic, Georgia, Hungary, Lithuania, Kyrgyzstan, Moldova, Montenegro, Serbia, South Korea, UK, Ukraine, the US, and Uzbekistan. 

From 2012 to 2018 she worked with the International Foundation for Electoral Systems in various roles, ending as a Head of Programs. From December 2019 to July 2021, she served as the Chief Technical Advisor to UNDP in the Kyrgyz Republic, and from August 2021 to April 2022 as a Chief Technical Advisor to UNDP in Armenia, leading the implementation of UN large-scale technical electoral assistance projects. Iuliia is an author and co-author of more than 150 publications on legal issues, holds a master’s degree in law.
