Hiltonel Boyong is the Project Financial Officer for INTER PARES, Parliaments in Partnership, EU Global Project to Strengthen the Capacity of Parliaments, Office of International IDEA to the EU since July 2023.

Hiltonel is responsible for the project financial management which includes budgeting, accounting, financial reporting, and grant management.

Hiltonel Boyong has over 12 years of experience in accounting and financial management, as well as experience in institutional policy development and Public Financial Management systems. Before joining International IDEA, he held the post of Country Finance Manager with the Malaria Consortium supported the Consortium’s West and Central African country offices. Previously he was Accounts and Finance Manager with the Elisabeth Glaser Paediatric AIDS Foundation where he supported the Foundation’s Central African country offices.

Hiltonel holds a Master of Science in Public Policy and Management from the University of London. He is a qualified professional accountant from the Association of Chartered Certified Accountants (ACCA) and holds a certificate in Project Management for Development Professionals.
