In 2023 we will find outstanding advances in the election of women in Latin America, but at the same time, effective equality continues to be a goal that seems distant and with complex challenges.
The commemoration of 2024 International Women's Day will be a contentious moment in many Latin American and Caribbean countries. Despite decades of significant advances, and in no doubt, also blockades and challenges for gender equality and women's empowerment in the region, today, there is greater danger for backsliding and backlash.
What does it mean to talk about risks in the electoral context? At what point does a risk become a threat? How can we prevent that threat from turning into a crisis that jeopardizes electoral integrity and democracy as a whole? 2023 will be complex and challenging for Latin America. The region will face an unfavourable international context in which it is expected, according to the IMF, that there will be a simultaneous slowdown of the three leading economies (United States, China, and the European Union), whose effect will be weak global economic growth of 2.7%, which could even fall below 2% according to its Director Kristalina Georgieva. A third of the global economy is forecast to be in recession this year.

From 7 September to 9 September, International IDEA facilitated and organized a horizontal cooperation mission between the Electoral Tribunal of Panama (TE) and the Supreme Elections Tribunal (TSE) of Costa Rica to explore possibilities to provide technical support to the TSE in preparation for the February 2022 national elections in Costa Rica in the area of monitoring political campaigns on social media, dissemination of fake news, disinformation and divisive and polarizing speech.
